i suspect because its shit journalism and a nothingburger, another look what i saw on instagram, i am a reporter

the article alos suggests this is to stop people taking the piss so to speak with how much they take and use generally

so while i don’t agree, yes i can imagine this, toilets need up keep, this is a way to manage it, there are plenty of places were you must pay to use a toilet, and there are plenty of out of order free toilets
