Because someone with the arrogance of Harkon would never lower himself (status-wise) by living underground if he had the choice. He wholeheartedly believes that he should rule over all of Nirn and to do so requires blotting out the Sun. In his eyes the effort is worth it.

Cost increases (like those caused by Trump’s trade war) hurt working class people like me more than rich people because it’s a larger portion of our income that we’re losing when there are no alternatives for necessary foreign products.
I was financially better off under Biden and, if you’re American, you probably were too.

Let’s assume this is correct about surface plants needing the raw Magicka from the sun to live.
Blackreach is full of plants, many of which are edible, and receives no sunlight. Humanoids could just start farming the plants from Blackreach along with fungi. That should be enough to sustain a large enough population for Harkon and his court to feed on in their vampire paradise.
Even the gods fear the fungal network.

I know everyone hates spam calls, but if you’ve ordered a pizza (or a food delivery of any kind) you haven’t received yet, answer your goddamn phone. Drivers have other deliveries to make and don’t have time for your paranoid ass.
We used to get Malt-O-Meal cereals for free because a cousin of ours worked in the factory.
