After a quick search I found lots of pages that attributed it to Churchill or Goebbels but apparently there is actually no record of one of them saying it.

I’ve never thought about the other side of such scams but the article puts in in a great perspective.
It’s not even just 1/2 mile. I read an article recently that 15km spools are already in use and 20km spools are actively being tested.
